GTA Residents Oppose Municipal Land Transfer Taxes

Majority of Toronto Residents Support Reduction (79%) or Repeal (70%) of Toronto’s MLTT; 905 Residents Oppose (75%) Introduction of MLTT in their Municipality

Toronto, ON, September 18, 2018 — Torontonians continue to advocate for a reduction or a complete repeal of Toronto’s Municipal Land Transfer Tax (MLTT), according to a new Ipsos poll conducted on behalf of the Toronto Real Estate Board. Specifically:

  • Eight in ten (79%) support (39% strongly/40% somewhat) reducing Toronto’s Municipal Land Transfer Tax, while two in ten (21%) oppose (5% strongly/16% somewhat) its reduction.
  • Seven in ten (70%) support (31% strongly/39% somewhat) repealing Toronto’s MLTT, while three in ten (30%) oppose (10% strongly/20% somewhat) repealing the tax all together.

In the Toronto, home buyers are required to pay a provincial land transfer tax, which costs the average home buyer nearly $14000, payable in full on closing. In the City of Toronto, a municipal land transfer tax, which costs the average home buyer almost $14000, payable in full on closing, is levied in addition to the provincial land transfer tax.

Some have argued for the introduction of a municipal land transfer tax in other cities within the GTA, given that Toronto is the only municipality that has an MLTT, but the poll results show that residents are decidedly against this idea. Three quarters (75%) of 905 residents oppose (48% strongly/27% somewhat) the introduction of a MLTT in their municipality, while one quarter (25%) supports (7% strongly/19% somewhat) it. Those in Durham region (83%) are most opposed to the introduction of a MLTT, followed by residents of Peel (74%), Halton (74%) and York (72%) regions.

About the Study

These are some of the findings of an Ipsos poll conducted between August 20 and 23, 2018, on behalf of BILD and TREB. For this survey, a sample of 1503 adults living in the GTA was polled. Weighting was then employed to balance demographics to ensure that the sample's composition reflects that of the adult population according to Census data and to provide results intended to approximate the sample universe. The precision of Ipsos online polls is measured using a credibility interval. In this case, the poll is accurate to within ±2.9 percentage points, 19 times out of 20, had all GTA residents been polled. The credibility interval will be wider among subsets of the population. All sample surveys and polls may be subject to other sources of error, including, but not limited to coverage error, and measurement error.
