How does our prime minister, Mr. Narendra Modi stack up on the performance sweepstakes? Well, the PM passes with 1st Class – receiving 60% in his approval ratings on his performance as the prime minister of India. Men (61%) and Women (59%) showed minor differences in their ratings. Students (71%) and respondents from SEC A (64%) were seen to be rating Mr. Modi higher on his performance, while respondents from SEC C (56%) rated Mr Modi relatively lower in how he was discharging his duties as the PM of India. Homemakers were less happy (55%) with the govt.
Hits and misses
The Modi government gets best scores for Education with at least 71% of the respondents polled approving the government’s work in this area. The Modi government has received passable approval ratings for work in the areas of sanitation and cleanliness (56% approved) and healthcare (52%).
The perceptual performance report gave the Modi govt low approval ratings on a number of issues: these include corruption (28%), poverty (30%), unemployment (31%), inflation (31%) and pollution and environment (46%).

Elaborating on the findings of the maiden survey capturing approval ratings of Mr. Modi and his govt, Parijat Chakraborty, Group Service Line Leader, Ipsos Public Affairs and Corporate Reputation said, “The govt has passed the overall performance test with first division, though not with distinction. These last few years have been extremely tough with the polycrisis unfolding – the prolonged 2-year covid19 pandemic, the War in Ukraine leading to inflation, rise in prices of essential commodities and slowdown of economies and further impacting jobs, increasing social inequality. Landmark schemes for fostering education, Beti Bachao Beti Padhao, aanghanwadis; making India 100% ODF and monitoring urban and rural sanitation and cleanliness; Ayushman Bharat and vaccination drive by the govt for covid 19, have won the govt positive approval. But some areas remain sore points and the govt will need to focus via initiatives or drives. Particularly in the four areas of corruption, poverty, unemployment and inflation.”
“In more evolved economies where Ipsos does approval ratings of incumbent governments, these ratings provide governments feedback from key stakeholders of the electorate on how they are doing on key issues and where improvement could up their performance scores. We plan to replicate the same for India. This helps govts improve their performance within their tenure,” added Chakraborty.
Ipsos IndiaBus was conducted among 2074 respondents belonging to urban SEC A, B and C from 16 cities of India covering the metros, tier 1, tier 2 and tier 3 cities. Men and women polled were in the ratio of 51:49. Ipsos polled adults aged 18+ years and above and mostly diverse groups of people including students, working professionals, self-employed, housewives, retired and unemployed. It was a quantitative survey using a structured questionnaire and interviews were mostly conducted face to face and even online. The survey sample was scientifically chosen using the right-hand rule and skipping of households. The data is weighted by demographics and city-class population to arrive at national average. The margin of error is +/-5% with 95% accuracy levels.
