Ipsos New Zealand Issues Monitor Nov 2025

New Zealanders’ worry about cost of living persists; Significant concerns around unemployment for under 35-year-olds.

Ipsos New Zealand has released the 30th edition of the Ipsos Issues Monitor which tracks the most important issues facing New Zealanders today and which political parties are best able to manage them. The survey has been running since 2018.

The quarterly survey of 1,004 New Zealanders reveals Inflation / cost of living remains the most pressing issue facing New Zealanders, with 61% identifying it as a concern as well as a significant lift in concerns around Unemployment for under 35-year-olds (32%). Meanwhile, concern for Housing / Price of Housing has seen a significant drop, though it remains in the top 5 (22%, the 4th top issue).

Healthcare (42%) remains in 2nd place and Economy (32%) in 3rd, while Crime / Law and Order (19%) remains in 5th alongside Unemployment (19%) and Poverty / Inequality (19%).

The monitor also shows a significant drop in the rating of Government performance, now at 3.9 out of 10, the lowest recorded since measurement began.

Carin Hercock, Country Manager, Ipsos New Zealand, said: “New Zealanders are still feeling the impact of high cost of living, and with concerns about unemployment now moving to a top five issue, the second highest issue for those aged under 35 years, it is hard to see consumer confidence rebounding soon.”

Amanda Dudding, Executive Director Public Affairs, Ipsos New Zealand, added: “While concerns around healthcare have reduced slightly, it still remains the leading issue for over 65-year-olds and the government does not appear to be benefiting from this improvement with performance ratings hitting a new low.”
