Senior leadership team 

Chris Hale, Head of Policy & Evaluation Unit, Economic Policy Lead
Chris leads the commercial and strategic growth of the team. He is an economist with over 20 years of experience in directing complex process, impact, and economic evaluations. He offers high levels of expertise in both theory based and statistical evaluation methods as well as cost-benefit analysis. He has worked across all areas of public policy especially science and technology, industrial, regional economic, and infrastructure policy.

Dr. Laura Hayward, Deputy Head of Policy & Evaluation Unit, Environment Policy & International Evaluations Lead
Laura supports Chris, with a focus on team management and evaluations in the energy, environment, and sustainable development policy areas. With over 15 years’ experience designing and delivering complex evaluations. She is a member of Her Majesty’s Government’s Evaluation and Trial Advisory Panel and a former Council Member of UK Evaluation Society.

Michael-Lawrie

Michael Lawrie, Health Evaluation Lead
Michael has designed and delivered complex policy and programme evaluations across policy areas for 15 years, but with a focus on healthcare over the past 10 years. He has worked on both the consultancy and the client side, and therefore offers an in-depth understanding of the policy making process, the role of evaluation and evidence in this, and how to use analytical thinking early in projects to maximise the quality and insight of the end output.

Susan-Mackay

Susan Mackay, Social Policy Evaluation Lead
Susan leads multidisciplinary teams to deliver evaluations of interventions addressing complex societal issues. Her work spans all aspects of social policy, with a particular focus on skills and employment outcomes for disadvantaged groups. 

Martin-Kuehnemund

Martin Kuehnemund, EU Evaluation Lead
Martin Kuehnemund leads Ipsos’s evaluation work for the EU institutions. Over the last 18 years, he has successfully delivered a vast number of evaluation, impact assessment and monitoring assignments for the European Commission and EU Agencies across many different policy areas. His particular expertise lies in the field of theory-based, (partly) qualitative evaluation approaches and methods.
