Purpose + Mission 

We work with UK and international government departments, agencies, and NGOs to support better evidence-based policy decisions for energy and environment.  We  help our clients through all stages of the policy cycle, from diagnosing a problem through to policy design, monitoring and evaluation.  

Our team of over 20 experienced researchers and consultants have an extensive track record of applying social research, critical analysis and evaluation to address key policy challenges, including:

Approach 

Our team can assist you to identify, explore and assess solutions for policy challenges, and provide expert policy evaluation and programme interviews.  We offer the best solutions to help you listen to citizens and businesses. 

  • We have an extensive track record in qualitative research from depth-interviews with stakeholders and vulnerable audiences through to deliberative dialogues and ethnographic research. 
  • We excel in quantitative research providing large-scale nationally representative surveys to understand public and business attitudes and behaviours to energy and environment issues and interventions. 
  • The team is  expert in using critical analysis to identify, develop and assess policy options and in process, impact and economic evaluations of local, national, and international policy interventions.

Rachel Brisely - Ipsos

Rachel Brisley, Director, Ipsos 

Rachel Brisley, Director, heads up the team and has 30 years’ professional experience having worked in the public, private and voluntary sectors. Rachel has an international track record in climate resilience and has lead over 100 consultancy commissions related to climate resilience, net zero, nature recovery and the circular economy.

Raquel de luis Iglesias, Ipsos

Raquel De Luis Iglesias, Director, Ipsos 

Raquel de Luis, Director, has 15 years’ professional experience in public policy. She has led evaluations, impact assessments and wider research for the EU, UK government and international clients (World Bank, GIZ, UNESCO). Raquel is a mixed-method researcher specialising in theory-based evaluation and leads Ipsos’ international climate finance practice.

Henry-Archer

Henry Archer, Director, Ipsos 

Henry has 15 years’ professional experience designing and managing quantitative and qualitative research among the general public and stakeholders. He leads primary research for government clients on topics including energy transition, Net Zero, decarbonisation, natural and marine environment, and climate adaptation.
