The Scottish Government commissioned Ipsos Scotland to undertake an evaluation of the Sex Offender Notification scheme, which was piloted for 36 weeks between September 2009 and May 2010, in the Tayside police force area.
The Sex Offender Community Notification scheme aimed to provide a formal route for parents, carers and legal guardians to directly raise child protection concerns and request information about individuals who might present a concern to their family life.
Technical note
The study was a mixed method evaluation involving: interviews with a range of stakeholders, including parents, carers and legal guardians who made an application for disclosure, practitioners involved with the disclosure process, and registered sex offenders in the Tayside area; analysis of relevant monitoring data collected by the Disclosure team at Tayside Police; and secondary analysis of data relating to the number and movement of registered sex offenders in Tayside.
