Hampshire County Council commissioned Ipsos to deliver research to support The Shaping Hampshire - Spending Review Consultation. The study comprised of an open consultation and a sample telephone survey of Hampshire residents aged 18 and over. The survey and consultation aimed to establish the views of residents and stakeholder organisations on the County Council’s options for managing anticipated and continued reductions in central government funding, from April 2016 onwards; including how it can make anticipated savings of £98 million in order to balance its budget by April 2017. It is intended that the findings from the consultation and survey would inform future planning and budgeting decisions from 2016 and beyond.

 
The consultation took place between 26 May and 6 July 2015, and consisted of two main elements:
  • An open consultation, available online and via a paper copy (available to any stakeholder or member of the public). 1,274 participants took part in this element of the study.
  • A sample survey conducted by telephone, targeted at a representative sample of 1,500 residents.
