Impact of welfare reform on housing associations

Our report for the National Housing Federation looks at how welfare reform changes are expected to impact across the housing association prior to implementation.

With the Welfare Reform Act 2012 heralding the introduction of some of the most significant changes to the administration and distribution of benefits in recent times, the National Housing Federation commissioned Ipsos and the Cambridge Centre for Housing and Planning Research to assess how these changes impact across the housing association sector in England.

Technical details

  • In Autumn 2012, all Federation member housing associations in England (781) were invited by Ipsos to complete an online survey about the likely impacts of the Government?s welfare reforms both on their organisations and their tenants. 
  • Fieldwork closed on 5th November 2012 and, in total, 229 responses were received.
