Washington, DC--More Americans Believe United States Should Dedicate Resources to the International Criminal Court (ICC)

As the Prosecutor of the International Criminal Court (ICC) prepares to brief the United Nations Security Council on its efforts in Darfur, the American Bar Association's (ABA) ICC Project today releases new polling from a survey carried out among the American public showing increased American support for the ICC and its mission. Support for the US dedicating financial, military, intelligence, and other resources to the ICC has increasedfrom 52% in November 2015 to 57% now. While self-reported awareness of the ICC remains low (just 39% indicate they know something about it), a clear majority of Americans (68%)support its principles, agreeing that "it is important for the United States to participate in international organizations that support human rights and that hold individuals accountable for mass atrocities."

For the first time, this quarterly survey carried out on behalf of the ABA's ICC Project by Ipsos Public Affairs also surveyed the American public on the notion of rape and other forms of sexual violence as a war crime. Specifically, the survey included three questions focusing on the ICC's first conviction for rape and other forms of sexual violence as a war crime; the ICC's first conviction of a superior for crimes committed by their subordinates; and what effect (if any) an all-female judicial panel had on this recent conviction.

Survey findings show supermajority agreement that the ICC should be able to hold leaders accountable for failing to punish the criminal behavior (sexual and gender based crimes) of their subordinates (77%). When asked specifically about the recent trial of Congolese Vice President Jean-Pierre Bemba (found guilty of commanding a militia that committed rape, mass murder, and pillaging), the survey also asked if the fact that all three judges were female likely had an impact on the outcome, and under half (46%) of Americans agree. Furthermore, just OVER half of the US public believe that the ICC is a good example of female empowerment and a similar number believe that the United States should support the ICC because it is aligned with American values (52%).
