This project aims to fill a gap in the current evidence and support available to programme leaders about how to design and deliver national programmes, specifically in health care. The intention is to co-design a practical framework for staff working in health and care organisations.

This report collates and presents powerful insights from interviews with 17 senior leaders who have delivered complex national programmes in health and care. Their experiences and perspectives have directly informed the creation of a draft framework. The next phase of this project will involve testing and validating this framework with a broader group of stakeholders to refine its content and application.

This project is funded by the Health Foundation and delivered collaboratively between THIS Institute (The Healthcare Improvement Studies Institute), Ipsos, and the Health Foundation.
