In-work poverty in Glasgow

A study conducted by Ipsos on behalf of the Glasgow Community Planning Partnership looking at the lived experience of in-work poverty in Glasgow.

There is growing recognition that the nature of poverty in the UK is changing and that there are now more households in in-work poverty than out of work poverty. The Glasgow Community Planning Partnership is committed to reducing the numbers of Glasgow residents affected by in-work poverty and a group of officers has been tasked with developing proposals around this theme. To inform its work, the group has sponsored a programme of research within Glasgow to look at where the issues are concentrated and how they might best be addressed. As part of the programme, it commissioned Ipsos to carry out a mixed-methods study involving both primary and secondary research elements.

The main aims of the research were to: 

  • consider recent research on the subject of in-work poverty from a Scottish and UK perspective
  • research the experiences of a range of individuals living in Glasgow who were facing in-work poverty
  • make recommendations about what partners in Glasgow might do to tackle such issues

The research comprised four elements:

  • a brief review of recent research about issues faced by individuals experiencing in-work poverty
  • an analysis of relevant data from the Glasgow Household Survey
  • an analysis of relevant data from the Scottish Household Survey
  • a series of 30 in-depth interviews with individuals identified as experiencing in-work poverty
