John Boerstler joins Ipsos Public Affairs as Executive Vice President with a focus on public sector
New York, October 31, 2024 – Ipsos, a global leader in market research and polling, is proud to welcome John Boerstler as Executive Vice President of Public Sector for its U.S. Public Affairs practice.
Boerstler brings a wealth of experience and a strong network within government and public sector organizations. He most recently served as Chief Experience Officer of the U.S. Department of Veterans Affairs, where he leveraged qualitative and quantitative survey capabilities to build trust among stakeholders and ensure that patients received world-class care.
In his new role as Executive Vice President, Boerstler will spearhead Ipsos’ initiatives to support federal government clients, not-for-profits, and academic institutions in the public sector. He will lead efforts to deliver actionable insights and innovative advisory solutions, thereby aiding businesses, non-profits, and policymakers in navigating an evolving landscape.

Boerstler’s appointment at VA was the culmination of two decades of public service and advocacy for active-duty service members and veterans. Previously, he served as the Chief Executive Officer of Combined Arms, a disruptive technology company that ensures the social determinants of health are uniquely addressed for underserved populations, and as Executive Director of NextOp, an initiative supporting military leaders as they transition into corporate careers.
As a recipient of both the Eisenhower and Marshall Memorial Fellowships, Boerstler has traveled globally to compare and develop military-to-civilian reintegration systems. As the first Marshall Prize recipient, he completed a three-year project in Ukraine to assist in the development of their Ministry of Veterans Affairs — the first of its kind in Europe.
A native Texan, Boerstler served with distinction as an infantry unit leader in the U.S. Marine Corps during the Iraq War and in East Africa.
