Most Americans support expanding Medicaid to cover all pregnancy care, including abortion
Washington, DC, January 26, 2023 – A recent Ipsos poll, conducted on behalf of All Above All, shows that a majority of Americans disagree with the Supreme Court’s decision to overturn Roe vs. Wade, which eliminated the constitutional right to abortion, and that a majority of Americans support expanding Medicaid insurance to cover all pregnancy related care, including abortion care.
Detailed Findings
- Three in five Americans (60%) say they disagree with the decision to overturn Roe vs. Wade, with 46% strongly disagreeing with the decision. A majority of Democrats (83%) and independents disagree (59%), while Republicans are more likely to say they agree with the decision (53%).
- Along those lines, four in five Americans say abortion should be legal in at least some cases (79%), with 29% of Americans saying that abortion should be legal in all cases, 21% of Americans saying it should be legal in most cases, and 28% saying it should be legal in some cases. Just 13% say abortion should never be legal.

A majority of Americans (58%) say they support expanding Medicaid insurance coverage so it covers all pregnancy related care, including abortion. Democrats are most likely to support this policy (83%), while two in five Republicans (39%) and half of independents (49%) also support this policy.

Fifty-three percent of Americans say they support requiring health insurance plans to cover abortion care, including 75% of Democrats, 45% of independents, and 35% of Republicans.

Fifty-eight percent of Americans say they oppose banning abortion care coverage for military personnel, federal employees, and those receiving health care or insurance coverage through the federal government, such as Medicaid. This includes 44% of Republicans, 50% of independents, and 78% of Democrats.

Additionally, two-thirds of Americans (67%) and 68% of registered voters agree that everyone's health insurance, whether it is private or government-funded, should cover their reproductive health care, including abortion. This includes 50% of Republicans, and 60% of independents, and 89% of Democrats.

Two-third of Americans (66%) and 67% of registered voters agree that politicians should not be allowed to deny someone's health coverage for abortion just because they are working to make ends meet. This includes 48% of Republicans, 59% of independents and 89% of Democrats.
About the Study
These are some of the findings of an Ipsos poll conducted between January 23-24, 2023 on behalf of All Above All. For this survey, a sample of 1,004 adults age 18+ from the continental U.S., Alaska, and Hawaii was interviewed online in English. The sample includes 455 Democrats, 361 Republicans, and 188 independents.
The sample for this study was randomly drawn from Ipsos’ online panel, partner online panel sources, and “river” sampling and does not rely on a population frame in the traditional sense. Ipsos uses fixed sample targets, unique to each study, in drawing a sample. After a sample has been obtained from the Ipsos panel, Ipsos calibrates respondent characteristics to be representative of the U.S. Population using standard procedures such as raking-ratio adjustments. The source of these population targets is U.S. Census 2021 American Community Survey data. The sample drawn for this study reflects fixed sample targets on demographics. Post-hoc weights were made to the population characteristics on gender, age, race/ethnicity, region, education and political party affiliation.
Statistical margins of error are not applicable to online non-probability polls. All sample surveys and polls may be subject to other sources of error, including, but not limited to coverage error and measurement error. Where figures do not sum to 100, this is due to the effects of rounding. The precision of Ipsos online polls is measured using a credibility interval. In this case, the poll has a credibility interval of plus or minus 3.8 percentage points for all respondents. Ipsos calculates a design effect (DEFF) for each study based on the variation of the weights, following the formula of Kish (1965). This study had a credibility interval adjusted for design effect of the following (n=1,004, DEFF=1.5 adjusted Confidence Interval=+/-5.3 percentage points).
The poll also has a credibility interval of plus or minus 5.6 percentage points for Democrats, plus or minus 6.3 percentage points for Republicans, and plus or minus 8.8 percentage points for independents.
