Survey of Glasgow City Council staff 2011-2012, conducted by Ipsos
Glasgow City Council commissioned Ipsos Scotland to conduct qualitative and quantitative research to identify and explore the issues important to staff and the impact of these on their working lives. Analysis included putting results in the context of the views of all working people across the UK, the views of staff in other local authorities and previous Glasgow City Council staff surveys conducted in 2007 and 2009. The analysis also included key driver analysis to explore the drivers behind feelings of pride, job satisfaction and advocacy of the Council as a place to work. The qualitative phase of the research involved a series of discussion groups with staff and depth interviews with senior managers. The aim of this phase was to provide interim management information on the status of staff opinion and to consult with staff on the development of the 2012 survey. This was followed by a survey of all employees in 2012. All 19,500 staff were sent either an email invitation to an online version of the questionnaire, a paper self-completion questionnaire to be returned in a reply-paid envelope, or they were invited to participate by completing an abbreviated questionnaire at a self-completion session. A total of 6,545 staff returned a completed questionnaire between 2 February and 23 March 2012. This represented a response rate of 34%. The response in 2007 and 2009 was 27%.
