We work with local, national and international clients to understand the big issues facing society. This includes understanding:
- The mechanics of central and local government, such as devolution, digital delivery, arts and culture,
- Regulation of food, the financial sector, media, online spaces, news and AI,
- Democratic mechanisms, electoral integrity, administration of elections and political representation,
- Wider societal issues, often addressing multiple complex needs such as ageing, poverty, homelessness and gambling.
We explore cross-cutting themes with the public, businesses and wider stakeholders to uncover insights about what and how policies should be developed, how services and products should be delivered and how effective past approaches have been.
Approach
We work across the public, charity and private sectors to help clients explore emerging social trends. We use a range of methodologies, including qualitative research, quantitative research, passive measurement, ethnography, evaluation, economic analysis, behavioural science and more.

Senior leadership team
Sophie Wilson, Head of Government & Society, Ipsos Sophie is Head of Government & Society. She is a qualitative researcher and evaluator, with expertise in public service delivery and regulation. This includes extensive research exploring public sector collaboration, place-based policy making, online safety and media regulation.

Alex Bogdan, Research Director, Ipsos Alex leads on our quantitative work, specialising on large-scale methodologically complex surveys. Her focus is on electoral integrity and representation, and social attitudes. She also leads the UK KnowledgePanel, is a member of the Survey Research Methods Centre and is a visiting researcher at the School of Geography, Politics, and Sociology at Newcastle University. |

Case Studies
- Online safety is a key policy area affecting society and companies. We have worked with Ofcom to understand how people consume news through online aggregators, including by using our passive iris panel to identify the say-do gap in news consumption.
- For DCMS, we looked at how companies see the benefits of trust in the digital economy for their brands and their customer base, as well as preparing for emerging regulation.
- We conducted research for the Government Skills and Curriculum Unit into what issues public sector leaders will be facing in the future.
- We have run several waves of multi-country research for the British Council to understand how the UK is perceived by young people across the world.
- We have worked with the Electoral Commission to track the quality of electoral registers in the UK, and to understand attitudes towards electoral registration.

We work with the Food Standards Agency to understand consumer behaviours and attitudes to food insecurity, availability and the food chain, as well as emerging food issues and innovations. This body of work includes attitudes to alternative proteins, precision breeding, research accompanying emerging risk assessments e.g. risk from Listeria from consuming smoked fish, barriers and facilitators encountered by local authorities in undertaking food and feed controls.
- We are delivering a multi-year project for the Trussell Trust to understand experiences of food poverty and destitution. The multi-method research explores financial precarity, housing and homelessness, work and benefits.
