We work with UK and international government departments, the NHS and the wider health and social care sector and charities to support better evidence-based policy and delivery decisions for health and social care.
Our hugely impactful research and evaluation portfolio means we are influencing policy across the sector, from deliberation with the public around complex trade-offs, to major patient experience surveys, the measurement of public perceptions, evaluation of programmes such as cancer diagnostic interventions and a host of mixed methods studies around topics such as health inequalities, technology in the adult social care sector, and use of health services.
Approach
We have a team of over 40 experienced researchers and consultants with an extensive track record, who can assist you to identify, explore and assess solutions for your challenges. We tailor our approach and methodologies, using our breadth of methodological expertise, to meet the most technical requirements.
We deliver:
- Quantitative research providing large-scale nationally representative surveys to understand public attitudes and behaviours towards health, health interventions and policy
- Large-scale patient experience surveys to provide national statistics and evaluate service provision
- Public perceptions polling – both tracking and fast-turnaround
- A wide range of qualitative research, including audiences such as vulnerable groups, general public, patients, clinicians and senior stakeholders

Senior leadership team
Anna Quigley, Director, Ipsos Anna Quigley heads up the team, with almost 20 years’ experience of policy, research and evaluation in the health and social care sector. She has led many notable studies, spanning all areas of policy, including large-scale surveys of patient experience, evaluations of national programmes, and research to explore public attitudes towards the NHS. | Kate Duxbury Director, Ipsos Kate leads health policy research, with 19 years’ experience of mixed methods research in the health and social care sector. Policy areas she works across include elective care, health inequalities, Long COVID services, communications with the public, and health security. She has a focus on developing recommendations for her clients, to improve services, policies and communications, and to influence public discourse about the NHS and its future. | Michael Lawrie, Health Evaluation Lead Ipsos Michael has designed and delivered complex policy and programme evaluations across policy areas for 15 years, but with a focus on healthcare over the past 10 years. He has worked on both the consultancy and the client side, and therefore offers an in-depth understanding of the policy making process, the role of evaluation and evidence in this, and how to use analytical thinking early in projects to maximise the quality and insight of the end output. |
