U.S. Public Perspectives: Observations on Healthcare Exchange Enrollment

January 2014

Are the Affordable Care Act (ACA) healthcare exchanges financially sustainable? An analysis of the Obama administration's preliminary enrollment figures and Ipsos data on the health status of exchange enrollees aims to shed some light on this discussion.

Over the past four months, Ipsos has included questions about the health status of exchange enrollees in its daily poll with Reuters. The trend data suggests earlier adopters were those with major health issues but over time more healthy people are signing up. If this trend continues, the exchanges may be sustainable after all.
