By the congestion charging zone, I mean the CENTRAL zone which covers south of the Euston and City roads, east of Hyde Park and Victoria, north of Vauxhall and Elephant and Castle and west of Tower Bridge and Whitechapel, and the WESTERN zone which covers most of Kensington & Chelsea and Westminster, broadly bounded by Harrow Road, Scrubs Lane, West Cross Route, the Earls Court one-way system and Chelsea Embankment.

QC5 In order to discourage the use of the highest carbon dioxide emitting cars within the congestion charge zone in central London, the new charge related to carbon dioxide emissions would involve a 100% discount for drivers of cars with the lowest carbon dioxide emissions meaning that they would not pay the charge at all and a 16325 charge for cars emitting high levels of carbon dioxide. Other cars would be liable to pay the standard 1638 daily charge. In addition, residents within the charging zone would lose their 90% discount if they drove a car liable for the 16325 daily charge.

Examples of cars that would be liable for the higher charge include the, Porsche 911, most BMW 7 series, Range Rover, Land Rover Discovery, Toyota Land Cruiser, Volkswagen Touareg and the Mercedes M Class.

Examples of cars which be eligible for the 100% discount are Toyota Prius, Toyota Aygo, Peugeot 107, Citroen C1, Honda Civic Hybrid, Audi A2 and the smart fortwo.
